Season


Format:

10 teams, each plays the others four times - twice at home and twice away - for a total of 36 games each, over 36 game weeks.



Scoring points:

3 points for a win, 1 point for a draw, 0 points for a loss.



Table order:

1. points won; 2. less matches awarded against; 3. games won; 4. points in head-to-head matches; 5. goal difference in hth matches; 6. total goal difference; 7. total goals scored; 8. fairplay ranking.



Relegation to the league:

2 teams from 2013 Esiliiga A

1 more team from 2013 Esiliiga A possible to relegate through Play-offs 2/3



Promotion from the league:

1-2 place: promoted to 2014 Esiliiga A

3 place: enters Play-offs 2/3 with one Esiliiga A team for 1 place in 2014 Esiliiga A



Relegation from the league:

8 place: enters Play-offs 3/4 with one II Liiga team for 1 place in 2014 Esiliiga B

9-10 place: relegated to 2014 II Liiga



Promotion to the league:

2 teams from 2013 II Liiga

1 more team from 2013 II Liiga possible to promote through Play-offs 3/4



Promotion and relegation of II teams:

II teams (Sillamäe Kalev II, Kalju II) can be promoted, as long as their first team plays in the 2014 Meistriliiga.

II teams are to be relegated regardless of their league position if their first team gets relegated to 2014 Esiliiga B. In such case and if the II team is above the relegation or relegation play-off zone, the best placed team in the group's relegation or relegation play-off zone keeps its place in Esiliiga B instead of entering Play-offs 3/4 or enters Play-offs 3/4 instead of being directly relegated.



Promotion and relegation of III teams:

III teams (Flora III) cannot be promoted. If any of them finishes on a promotion spot or promotion play-off spot, the next best team in the final table promotes or enters Play-offs 2/3 instead.

III teams are to be relegated regardless of their league position if their first or second team gets relegated to 2014 Esiliiga B. In such case and if the III team is above the relegation or relegation play-off zone, the best placed team in the group's relegation or relegation play-off zone keeps its place in Esiliiga B instead of entering Play-offs 3/4 or enters Play-offs 3/4 instead of being directly relegated.

Tammeka II, Pärnu and Lootus relegated from Esiliiga

Sillamäe Kalev II, Kalju II, TJK Legion, Ararat, Vändra, Elva and Tartu SK 10 II promoted from II Liiga



Changes before the season:

Esiliiga renamed to Esiliiga A, and a new 3rd level - Esiliiga B - is created between Esiliiga A and II Liiga.

Tammeka II, 8th in Esiliiga last season and due to be relegated to the league; avoids relegation due to other teams withdrawal.

As a result Tallinna Dünamo, 6th in II Liiga - East / North last season; is additionally promoted.

Emmaste, 1st in II Liiga - West / South last season and due to be promoted to Esiliiga A, doesn't receive an Esiliiga A license and enters Esiliiga B instead.

As a result Vändra, 3rd in II Liiga - West / South last season and due to be promoted to Esiliiga B; is additionally promoted to Esiliiga A.

Tartu SK 10 II, 5th in II Liiga - West / South last season and due to be promoted; refuses promotion.

As a result Flora III, 8th in II Liiga - West / South last season; is additionally promoted.

Lootus, 10th in Esiliiga last season and relegated to the league; is renamed to K-Järve JK Järve.
